That actually only adjusts the time between when the neighbor cache thinks that the entry is stale vs. If both of the HA boxes are up at the time of the fail back, then Windows will never see it as stale and re-arp. I don't think there is a way to force Windows to accept gratuitous ARPs. What first hop redundancy protocol are you using?

I added a secondary IP, I then issued the following command from a different machine the network sudo arping -U Right after that, I pinged I then applied the hotfix and repeated the test.
